Approval to pave way for 1000-lot development

Toowoomba Regional Council has given preliminary approval for a master-planned community of about 1000 residential lots on the New England Highway at Mount Kynoch. The first lots in the $200 million Habitat Mount Kynoch development are expected to be ready for sale in about 12-18 months. Precinct Urban Planning director Andrew Bullen, who has been acting for the developers, said the preliminary approval was akin to a rezoning in nature and would unlock the potential for the site. "My understanding is that the developers intend now to proceed to make applications to subdivide the land in stages and for operational works," he said. He expected applications and civil works to roll out in a timeframe that would have the first lots available in early to mid-2022. Council keen to cater for region's growth Council Planning and Development Committee Chair Megan O’Hara Sullivan said this was a major development which would add to the region’s stock of approved residential lots. Cr Megan O’Hara Sullivan. “Over the past 12 months there has been significant interest in the housing market in this region and, as a local government organisation, we’ve been doing everything we can to cater for this increased growth,” Cr O’Hara Sullivan said. “The preliminary approval for this development alone will facilitate the development of approximately 1000 residential lots which equates to about two-three years of residential supply for the Toowoomba region. “In addition to the homes, the development of 147.02ha includes a new local centre, 4.4ha of public parkland as well as new road, cycle and pedestrian connections." She said it would also pave the way for the council to implement plans to expand the Mount Kynoch Water Treatment Plant. In a written statement, the consortium behind the proposal said the development team was pleased with the council’s decision, bringing them one step closer to finalising the planning framework for Habitat Mount Kynoch. "This Master Planned Community has undergone extensive planning to ensure that it brings a new standard of excellence in community design and harmony with the natural environment," the developers said. "With the future growth of the Toowoomba region, it will play a vital role in ensuring that the city’s growth takes place in a sustainable manner, incorporating world’s best practice, while also generating a wide range of new employment opportunities."
